OCCUPATIONAL HEALTH & SAFETY (OHS) PROGRAM SUPPORT

Under the Technical Logistics, Infrastructure, Operations & Maintenance Support Services contract, SVT implements and administers the Occupational Health and Safety (OHS) program at the Transportation Security Laboratory (TSL). The TSL is the primary Department of Homeland Security (DHS)’s laboratory for the certification, development, test, and evaluation of explosive detection technologies and systems. SVT defines the test approach to be used by the Certification Test Team in conducting CT&E, including homemade explosives testing, presents safety briefings,    maintain    safety    equipment,    safety procedures,  SOP  handling  energetic  materials  to  include  explosive  storage  magazines  and bunkers for high, low, chemical explosives, and ammunition used in the following laboratory operations:

  • Bulk Explosive Detection
  • Trace Explosive Detection
  • Explosive Effects
  • Explosive Simulant Development
  • Homemade Explosives

SVT administers the TSL-wide Safety Program that includes implementing and administrating of the Industrial Hygiene program. This program includes monitoring of air quality, health hazard assessments, noise surveys, and radiation monitoring, chemical exposure monitoring, reviewing Test & Evaluation Safety/Health Plans, and associated training of Lab personnel.  The TSL-wide Safety  Program  includes  performing  Job  Hazard  Analysis  to  determine  risk  factors  and abatement requirements for TSL personnel. This program includes preparation and delivery of training programs to TSL and Contractor personnel, when needed, in accordance with DHS Policies, Orders and Regulations; and research of current safety and health regulations. In addition, the contractor shall update/revise on an annual basis the TSL Safety Manual and other documents to ensure currency of the contents.

The OSH programs include the training and safe handling of explosives and other hazardous materials. SVT personnel maintain, update and improve the Standard Operating Procedures (SOPs), TSL Safety Manual and training materials related to handling explosives and other hazardous materials.   SVT maintains TSL’s chemical inventory and ensures all Material Data Sheets (MSDS) are available.

SVT plans, administers and schedules training sessions for technical and management personnel and all contractors.   SVT trainers prepare an attendee list, agendas, training materials, and brochures/flyers/videos.  The training includes:

  • Safety, Health Environmental Management Systems (SHEMS) Awareness and Competency Training
  • Individual Security Awareness and Personal Safety Training
  • Knowledge Resource-Base Safety and Security Training
  • Safe use  and  operation  of  equipment  such  as  forklifts,  sky jacks,  trucks,  loading equipment, etc.
  • SVT ensures all personnel at the TSL are trained in the use of MSDC procedures in the event an accident should occur.

Hazardous Materials – SVT examines administrative controls to minimize exposure to HAZMAT Materials, toxic chemicals, and radiation, and safety procedures. SVT provides all new employees materials training for “HAZMAT employees” under the U.S. DOT hazardous materials regulations (49 CFR Part 172, Subpart H).  SVT maintains the Material Safety Data Sheets (MSDS) for all hazardous material especially chemicals.

Laboratory Safety – SVT’s Environmental Health and Safety (EHS) Specialist, reviews laboratory and workshop policies and procedures to identify areas where risk reduction and control measures related to the environment may be beneficially implemented. These reviews are used to develop a health and safety management system. SVT manages the TSL Safety Inspection Program at all the laboratory facilities and operations in support of the Security Research Program, identifying OSHA 29CFR Part 1910, 10CFR Part 20 & 21CFR 1020.40.   SVT cites safety and health violations, prepares inspection reports, recommends abatement action, follows up on corrective action, and provides training to TSL personnel when required by regulation.

SVT personnel support the TSL Safety Program, by implementing the following programs:

  • Clean Air Act program
  • Resource Conservation
  • Recovery Act program
  • Safe Drinking Water Act program

SVT also provides Ergonomics Support and oversees the OSHA Fall Protection Program for TSL. This support includes the evaluation and analysis of the new Ergonomics requirements, and implements an ergonomics assessment and training program, as necessary.
